"Liberty ship" was the name given to the EC2-type ship designed for emergency construction by the United States Maritime Commission in World War II. The 2711 Liberty Ships were built to a standardized, mass produced design. The 250,000 parts were pre-fabricated throughout the country in 250-ton sections and welded together in about 70 days. Libertys carried a crew of about 44 and 12 to 25 Naval Armed Guard. Liberty ships were named after prominent deceased Americans. He was the owner and operator of Spencer Enterprises, serving both as an independent producer and contractor for the production of oil and gas. He was a former director of the Independent Oil & Gas Association. He owned and operated the former Superior Dairy in Smithburg and was the former owner of Executive Air at Yeager Airport in Charleston. He was formerly a member of the Board of Directors of Salem College, and was a current member of the Board of Directors for the Bank of Mt. Hope.
