- Hugh "Bud" Spencer was the president and Chairman of the Board of the First National Bank in West Union. He was the owner and operator of Spencer Enterprises, serving both as an independent producer and contractor for the production of oil and gas. He was a former director of the Independent Oil & Gas Association. He owned and operated the former Superior Dairy in Smithburg and was the former owner of Executive Air at Yeager Airport in Charleston. He was formerly a member of the Board of Directors of Salem College, and was a current member of the Board of Directors for the Bank of Mt. Hope.
