This is likely the Weston State Hospital for the Insane, based on the following local news item in the "West Union Herald" of Thursday, June 19, 1913, in its entirety:
"William Hugill was taken to the hospital for the insane at Weston Monday by Constable John R. Dotson."
The death of his wife Lucy had occurred the previous week, on June 10, 1913. There is no evidence that he was buried with Lucy at Center Point Christian Cemetery. Under the circumstances, it is just as likely tha the was buried in the Weston State Hospital cemetery.
