Herman C. Stuck, "in partnership with the late Al Osborne, established the Star Furniture Co., of West Union and operated it until a few years ago when he formed a partnership with W. C. Spurlock and turned over part of the managerial duties to him. After the death of W. C. Spurlock, his brother, H. D. Spurlock, became a partner with Mr. Stuck in the store." [Obituary]

H. C. STUCK APPOINTED TO HOUSE OF DELEGATES
H. C. Stuck of the Star Furniture Company, who recently was appointed to fill the seat in the House of Delegates for Doddridge County, left vacant by the death of Clay D. Hammond, left Wednesday for Charleston to attend the special session of the Legislature, called by Governor Wm. C. Marland. He was accompainied by Mrs. Stuck.

The formal opening of the first public library in Doddridge County was held March 31, 1952. The library was located in the basement of the Courthouse. The County Commission appointed Robert L. Holland, Veda Davis, Herman Stuck, Mrs. Walter Stuard, and Hall Maxwell as the first Library Board of Trustees.

With the need for expansion, the Board held a fund drive and purchased and renovated the old opera house, moving the library to its new building in 1965. In 1977, the library facilities were expanded to include the entire first floor of the building.

With the ending of revenue sharing in 1987, the library joined five other agencies to ask the voters to approve an excess levy. It was passed by 63.6% of the vote in February of 1987 and renewed every three years since.
